With a 16, if it's a hard 16, you're going to want to stay if the dealer's upcard is a 2 though a 6 and hit if the dealer's upcard is a 7 or higher. Only exception would be if your 16 is made up of multiple cards and those cards include a 4 or 5, you'll want to stay even if the dealer has a low upcard.
